and ive been trying to relog restart computer on and off. and i dont have any firewall on that i know off.

Dude you gotta post things like:
OS
Character class (because I have proven that Alchemist using MIR lags harder than usual, and I think your on an alch)
Graphics Card
Internet Connection Type
Location
ect...
Also Just on a side note, Yesterday the server did seem to spike. Also dude you basically in that description described a few reasons why It may lag:
---> you have never defragged? (I defrag my pc like every other night, you can leave your pc ON ALL DAY, EVERYDAY, so when you arent using it, defrag that thing, lol.
----> Never Virus scanned or have a fire wall.? (Viruses can muss up your pc lol)
---->Simply relogging your PC DOES NOTHING, LITERALLY?!, you know why it works sometimes?, well it does because when you relog, all the operations that were running are stopped and all of your memmory is basically not being used, except by i guess the pc's basic operations, like the windows folder. So when you restart, basically all you do is RESET your pc's tasks, so less of your memory is being used up, so sometimes thing's will run faster...
Also on a note of relogging your pc:
Try to do it AS FEW TIMES as possible. IF you keep starting, and restarting your pc, it will literally break, it happened to my last pc lol. So you may want to buy a good program, like system suite of norton, those work quite well... but I must tell you this:
DO NOT JUST DL SOME RANDOM DEFRAG PROGRAM OFFA THE NET, BECAUSE THEY WILL SCREW UR PC UP LOL, not all of them, but quite a few. (random fact: most viruses are made by virus scan-n-delete companies, I mean who else is really profiting from a virus tearing up ur pc?)
