it based on job level only if you are a WS..since BSs cant get the weapon refine skill o.o

if you are talking about the npc, then nothing change the rate

Nothing affects the rate. You get 10% bonus on refining weapons only as a job lvl 70 Whitesmith but the bonus only applies if you use the skill Weapon refine. The bonus does not apply to NPCs. Also Whitesmiths cannot refine armours , its weapons only.
