Well jsut so you know you cannot hit 100% cast reduction unless you're a Paladin with Aegis but here goes anyways.

Berzebub card = 30% reduction
Wing Staff = 5% reduction
Permeter & Freezer & Heater & Archdamn card set = Reduce cast time by 10%
Clock tower manager card = 5% reduction
Dark Illusion card = 10% reduction
Geographjer & Rideword & Enchanted Peach Tree & Cookie & Seal card set = Reduce casting time by 10%
Magic eyes = 10% reduction
Robe of cast = 3% reduction

There might be more but I'm not sure if even all those card sets are implemented here.

Well I was talking purely about cast reduction gears =/ With Bragi of course you can hit 100% cast reduction.
