how to get ecall?

i know this question has been ask before but i cant find it.

i try use the serch fuction. and i also try using rocards.de and ratemyservice (these two web site have different result)

Actually, Rocards.de and ratemyserver.net have the same results :

# Guild Approval lvl1
# Guild Extension lvl5
# Guardian Research lvl1
# Battle Orders lvl1
# Regeneration lvl1
-> Emergency Call

I can't remember if this is right ingame, though, I skilled E-Call long ago... @_@

I thought you were able to get E-Call when you have like 10 Skill points to use.
I'm not sure though.
