Vista problem (not a compatibility thing)

I have a problem. On this vista, when I try to DL something off the internet and unpack it w/ winrar or i'm trying to directly put it from my temporary files to somewhere on my hard drive I get errors such as:



!   C:\Users\lennard\AppData\Local\Microsoft\Windows\Temporary Internet Files\Low\Content.IE5\F2VWZWIA\control_panel_for_mirai_v1_2_(en_de_it)_R3[1].zip: Cannot create mirai_cp_setup.exe
!   Access is denied.

Its like MY OWN PC is taking over and wont give me permission to do this... =(

BTW:
do you think this might be a reason why my ai wasnt working? because I wasnt installing it directly to the USER_AI folder?

I installed it elswhere then moved it.
