lh3 drop rates / sage's diary drop rate?

according to ratemyserver.net the drop rate of a sage's diary on a 3x rate server should be 100% of the time.

However, when I went into buying forum they stated that it was 20% for a drop (even less than on a 1x server)

I was wondering if this was correct?  I searched the forum quickly to see if there was any topics dealing with this, and I couldn't find any

Way back when, they were being farmed like you wouldn't believe. The equips would be dropping at an alarming rate. People were making crazy over upped crap like crazy. Not to mention people were turning out +8 and up CKs/IPs like candy. There was also one +10 CK made too (but now banned).

But yeah they got nerfed hard.
