uhm, in my opinion, it's not so much towards pvp gear

i think it's expensive just because it's rare, and it does help with a major attack boost

Wait till you see some sinx burst out world of pain using the balls and the chain combo.
Plus, anyone with right mind in playing this game a.k.a leveling up won't be using that thing for long... due to the weight (replece it with other gears). So it fares better in PvP.

Yep, especially those people who wants to hit less and kill fast (Like some anti asura champs too if dango's not wrong. Those who claims asura+fury is for newb). So it's expensive due to the fact that it's PvP gear (Like Ice pick... no one use that for leveling, no?).

I really don't understand why pvp has rules.

The moment you walk into the pvp area it's supposed to be treated as a war zone.
