How to get the hat?
Is it a quest, a item dropped by monsters or is it currently obtainable in the website?

The leopard monsters in Louyang dungeon drop it IIRC.

I think ur wrong. These monsters drop Tiger Panty, a miscelaneous item, not the hat.
