i dont think there's a NPC selling feather or dragon scale. but not sure about the dye stuff thos.(i dont even know what it is )

You should check at center part of prontra city, there is a 2 or 3 custom NCPs, sorry i dont remember what they are selling.

No.
You will have to hunt for the first 2 and for the third you can buy from someone else. Gift boxes give dyes and dyes are cheap.

You can get feathers and dragon scales easily from monsters, and dyestuff are sold almost everywhere. I remember seeing a guy in pront vending pure dyestuff.
