Party exp share how to?

i made a low level party but wasn't able to change the exp share on for the party. do you have to be a certain level to be able to change it? all members were around the same level (10-14 base lvl).

The expshare range is 10 levels so it should've been possible.

yes. i was the leader. however i later tried switching leaders and then my friend was able to change it to share exp. i don't know why i wasn't able to.
