1. In Alberta, go to the Merchant Guild (alberta 37, 41) and talk to the Purchasing Team NPC. He offers to sell you a license (to buy licenses) for 10,000 Zeny.
2. After paying him, he will teach you Open Buying Store and give you 5 Bulk Buyer Shop Licenses. You can purchase more licenses from him for 200 Zeny each, up to 50 at a time.
then,
i. Make sure you have a
Buy Stall Permit in your inventory.
ii. Put 1 (or more) karvo in your inventory, not your cart.
iii. Open up your skill window, and click the 'minimize' (-) button. Now your skills should appear in a list.
iv. Scroll down the list to find
Open Buying Store. Double click the icon to use the skill, and a window similar to the vending window will appear.

Mind you, these permits get used up everytime. so careful not to make too many mistakes...like i do. :p
