Does it allow you to cast Asperio too? Or is it pure gemstone's require skills? Like Sanctuary or Mag? Thank you.

There are a few skills that missy doesn't affect.  The HW skill Ganbantein and and the sage skill Hocus Pocus (missy cuts gem requirement from 2 to 1).  Also there is a bard/dancer ensemble that provides a missy effect without the increase to sp cost.
