What's up with SN chant?

So I do the chant just fine, but it doesn't work all the time. I have to spam the hell out of chat, wait a minute or so, and then maybe it'll work. The game used to require that you write 7 lines of text before using the chant to get fury, but it's not the same anymore. It doesn't seem consistent, I have to spam like crazy, etc. Help me out here?

The chant is as follows:

Dear angel, can you hear my voice?
I am (name here), Super Novice~
Help me out~ Please~ T_T
(additional random line of text)

I'm assuming you're doing it while your exp is at 10% intervals

but it seems pretty consistent for me

Fix'd

Yeah I am doing it at level 99, so that's not the issue. If you want to hop in game I can show you myself.

If you're at 99, then you'll need:

To Fury, you must gain n*10.0x million exp (where n=1,2,3,...).
In order to use Mental Strength you must gain an additional 99 million exp or more after 99-ing.
Upon attaining 99,999,999 exp (as shown on the character select screen) you will be able to use both the novice fury chant and Mental Strength upon 0 hp.

I'm pretty sure he's maxed out since it works "sometimes" 10.0% intervals will be pretty hard to fluke on lv99. Unless by sometimes works he mean every couple of weeks. But thanks for the correction anyway.
