Quivers

Why can't we make quivers if overweight? Is there any good reason for this?
I mean you'll weigh less after you make a quiver!

I've been bothered by this quite a few times since my snipers and hunters always tend to be OW.
When they have a bunch of arrows to make quivers of they're almost certainly over the 50% limit.

(Note that I'm not talking about the skill arrow crafting but about the Payon NPC)

I thought you could make quivers when 50%OW, but not 90% OW. There have been plenty of times Im 50% OW and then I go under that after I make my quivers.

Hmm maybe I remember it wrong. Same logic applies in either case though. Why can't we make quivers at 90% weight? It would only make the character lighter.
