New Lower Gears and Restricted WoE

Are the new PCB-priced lowers that add various stats allowed in Restricted WoE? I'm assuming they're not allowed since PCB isn't, though I don't particularly even see why PCB isn't allowed xP but I can def see some of these being not.

I stepped into nonsqi pvp to test it, and my geek pencil got stripped off. So I will assume it's not allowed in non-sqi woe.
