If I'm thinking about the right thing, where can you obtain this mid headgear? Also, what are it's stats?

Well we don't essentially have Sigrun's Wings. We have custom ones on our server that you can get from going to Endless Tower (the still use the same sprite as Sigrun's Wings though).

  +2 Str +10% EXP
  
• Acceleration Wings [1]
  +3 Agi +10% EXP
  
• Resolute Wings [1]
  +3 Vit +10% EXP
  
• Brilliant Wings [1]
  +2 Int +10% EXP
  
• Cunning Wings [1]
  +1 Dex +1 Int +10% EXP
  
• Fortuitous Wings [1]
  +3 Luk +10% EXP
  

As you can see they also come with a slot. Though do mind that they are Account Bound items.

You can't buy ET wings.

People sell tokens.
They put the tokens on a novice, transfer it to your account and then you go to the npc and pick which one.
Or they'll make it for you, put it on the novice and transfer.

You still have to pay for the tokens and transfer.

That's how they sell them
