It's not for every bug that that's reported. It's when players report something destructive to the server/economy instead of abusing it themselves.

we find bug that gives us 50 mil zeny.
we tell you,
you give us the same amount that we could of exploited for?


no, course not.

exploit > gm rewards.

And then someone else reports it instead, and we find out you were someone using the exploit, we ban you no questions asked. So much for that exploit.
