As for your question, yes, it is safe to feed a pet on hungry status.
It's already been proven and it works for me.
However, if you want to score faster, feed your pet when it's neutral because the time it takes for your pet to get hungry is longer than the time it takes to go from stuffed to neutral...
I only feed my pet at hungry to save valuable pet food since mine is already loyal.
