Same answer as when you asked me in game when I was first wearing them around, they're being reserved as potential prizes for future events.

Then now you know the current reason why we haven't released any of the new headgears: Because we also want to review them and decide which to offer as prizes, or which might be exclusive.

I'll be pissed if the sprite turns out like the Bunny Top Hat where it's locked to a prize complete BS

I've seen a jRO (Japan) character simulatior and they have even MORE hats than anything else I've seen. XD

Yeah, jRO generally gets more hat releases than kRO. Generally bRO, twRO, thaiRO and pRO get some exclusive ones for a while as well.

Yea its not necessary we copy their hats - we can make new ones to adapt here. Most of Gravitys hats are useful on official server in one way or another. Here there is Kaho , Valkyrie Helm and Soul Ring. People would never bother - hence custom. Style is necessary so is utility
