Cards seemed to be missing after unslotting process

Is it normal to not get my cards, after I've sent a spend request ticket for my weapons to be unslotted? I've sent in a support ticket though :/ maybe they forgot to leave those cards or somethin

You're correct. Cards are always kept whether you want them or not. It's the item that costs 2 extra ads to keep.

Has it been changed over the last year or so?

The wiki still says:

And no matter where I look on the Animus website I can't find the list of donation services.
