Is it possible to name change (5 ads) into a name thats less than 4 letters or more than 23 letters?

I'm not sure about this but my champ's name is Jen and I've seen some 3 letters ign.

If you submit a support ticket you can get a 3 character name. If you have more than 23 characters it messes up your account a bit. I recently had a ticket where the name was 24 characters long and when we tried to log back into the account, none of the characters on the account would show up.
