The map before toyfactory is Lutie.
Use the teleport lady to warp to lutie city. Then walk one map DOWN. Garm is on that map.

doesn't garm also spawn inside TF lv2? i remember him in there spawning before.

That were the garms spawned by Stormy Knight. I think it just spawns Xmas goblins now.

No Razer is right. SK used to spawn garms too. Now they only spawn Chrismas Goblins
