/effect vs /mineffect.. what difference are there?

Id like to know what is modified from activating the modified effect as i cannot see any difference from the usual/normal effect sprites that we have.

/mineffect usually got SOME SKILL's sprite effects lowered, like ressurection, gloria, magnificat etc.
Toogling /effect on and off just removes all the effects.

I would like the Ress minieffect skill to be permanent though ;3
