The Sign Quest Question

During a certain part you have to talk to an Alchemist guy in Aldebaran, but you can only talk to him during certain times of the day. On an iRO guide for the quest it says between 5 and 8 P.M. PST, but I tried at 10 P.M. EST which would only be 7 PST and it didn't work, so can anyone confirm exactly when I can talk to him please? : (

It uses server time i believe, you can check it with /time or @time or something similar :)

I went to him at around 3pm server time. He told me to come back at 6pm Pacific. Soo at 6pm server time /no1
