Can anyone confirm if the skill gives dex outside of "guild sieges" ie. Towns, Dungeons. I just tried it and it doesn't seem to give me the bonus when I'm around the guild leader. It used to work before the switch. I want the bonus mainly for brewing purposes.

Well according to the descriptions it wasn't supposed to work outside those areas anyways. Unless it was a custom. I remember something like ecall working outside of WoE areas a long time ago. It would be nice to have all the guild stuff work outside of WoE but it seems they are too overly broken in some cases.
