Does Hunter Fly card when you do magical attack?

Say if I put Hunter Fly card to weapon namely Rod [4] and I use magical attacks with that weapon, does the card work? Card desc. says it gives 15% health back of the damage inflicted (3% success chance)

No, magic doesn't work with pretty much any card effect unless it explicitly states so, this is why Turtle General doesn't increase magic damage.

That said, since you are looking for a way to recover HP/SP with magic usage, how about a Release of Wish? It's now available off Baby Yaga in Moscovia at a 0.3% drop as of a recent reboot.
