It's not illegal. Just not liked. 1. Changing the GRFs to have an unfair advantage over other players IS illegal (or should be).
That's what I also thought all the time. It's a kinda unwritten rule, since ... well, let's be honest, it's pretty hard to detect (unless the offender posts screenshots of himself doing it), since it's purely a client modification, and cannot be checked with any server side methods. The only effective counter-measure would be to encrypt the GRFs, and modify the client to only read those encrypted files, although that'll kill off pretty much any of the non-official spriters.
Well, I don't think it's THAT much of an advantage, since how often do you have to fight for cards, unless you compete against another team for an MVP... still, it's unfair, and thus, should not be approved.
Well, that's what I THINK, keep in mind that I am not a GM anymore, so if the current GMs don't want it, it may as well be illegal and punishable. BUT, as I said, it's not really detectable, so ... even if it's illegal or not, players can use it without getting caught.
Btw, when I was a GM, it was like this: modifying your GRF was okay, AS LONG AS YOU DO NOT CHANGE THE SIZE OF CERTAIN MONSTER OR ITEM SPRITES TO CLICK THEM EASIER. I.e. it was/is illegal, however, you might want to consult a GM/Talis for a definite response. Then again, that's one of the topics that you could discuss for hours/days, and in the end, it doesn't really make a difference if it's allowed or not, since the advantage isn't super huge. Even if it was allowed now, I, personally, wouldn't use it, since I don't see how it'd really help. I'd pick up all of my loot either way.
