Is the SQI arena and Vahalla NOT accessible right now? Do MVP's still drop seals

I have been killing MVPs for quite a while and have not got single seal.

And my characters who have completed the SQI arena in the past cannot access Vahalla.

If it passed it before the eathena switch, you have to re-pass it, but yes, MVP's drop seals

What is the seal drop rate now?

And, is there a level requirement for participating in the SQI arena? (I can't remember.. I played anthemRO one year ago)
