It'd depend on how much you're worried about damage/refinement rate and the like.

You could do decent with just a +7 Garrison [1] with a Skeleton card in it.

Technically, 2x Scorpion King ($1 per) and a +6/+7/+8 Garrison (2) [I believe you can make them now
via the Gunslinger guild] would probably be under 12 mil.

He's trying to sell his gun,sry man.Garrison is outdated try Western Outlaw(Pistol type Price=700k+) for normal atk,bullet shower and desperado.Western have more buffing at Aspd and Hit depending on your Agi.
Lever Action Rifle(Rifle type Price=100k+) for Critical especially against high def or high flee Monster including MVP.I do mvping with this when I played my GS few months ago.
Thunder-P(shotgun type=Price=2m+) for splash damage and 20% aspd but his atk not too strong compared to other shotgun.

Lever Action Rifle for Critical especially against high def or high flee Monster including monster.I do mvping with this when I played my GS few months ago.

I don't think he is.  He specifically asked for one "he could do good at GH and niff" you look at the OP.

Western Outlaw would be more flattering for builds in need of ASPD which you don't really need per say for straight leveling.  Since Hit shouldn't be an issue anyway with a dex character. Professor Zephyr just used to advocate Garrison/Crimson Bolts for just leveling instead.  Cheaper.  But if he wants a Western Outlaw, he could go for it.

Noted.  But I wasn't selling one.  Sold mine off quite a while ago.
