now that there are all these new slotted mid gears, would there ever been a change on the npc that makes slotted mid gears for them to also have the newer mid gears available to create?

Again, like the post in the updates say if anyone bothered to skim through:

There will be an npc created later on to make these slotted headgears. We wanted to get the mid headgears out as soon as possible. But we are currently working on coding these quests and npcs for these midheadgears. There is no eta on that just yet though.
