Its probably not been added to the shop itself yet. Its most likely though you can send a spend credit ticket and a GM will deliver it to you /ho

Anything not in the item shop can't be purchased period. It will most likely eventually be added.

I just saw someone with a Dragoon Helm & Wind Milestone. And  I just checked the item shop and its not available. How can that be posible? Would that not apply for custom Kaho's?
