they are implemented. but i Dont think the instance to actually get to endless dungeon is available yet we currently no way to get them. Not sure if violet fear is a quest item or what but if its not i dont think we will ever see it.

As far as them droping I KNOW they drop i have seen them in game but not sure about endless though that youll have to get GM on :P

Endless dungeon was impossible on most levels. The top floor was insane ._.

I believe there's an NPC on top of the tower that can combine them. Not sure, though.
As for Endless Tower on the server: ET is the only instance that's not implemented yet on eA (from the 12.1 batch). There is a community-made version, though.

I remember talking to dinger once and he said it will be at some point *and incase your wondering how i saw it* Schro or Haine *I forgot who* summoned it on the beta in pront and it *eventually* got killed and they droped.
