Double EXP and transing character

i have some question about Aro..

first is are niff , lh3 and thor included 2x exp  or not?

and second is i want to make a scholar but im not sure if i should make Sage then trans it to Scholar or i can make any other classes then after lvl 99 i change to scholar..

1) All Maps ( @rates )
2) Any class can trans to any class. Exception being the extended classes of course.
