In general, any skill that has a time period mentioned for after cast delay, Kiel will reduce its after cast delay.  Any skill that doesn't have a time period mentioned for after cast delay, then the delay is attack speed and kiel will not help it.  Having a faster attack speed on skills that have a time period after cast delay will only help if you can reduce the after cast delay to be lower then attack speed.

Useful if you are spell caster Although most stalkers in PVP either have heal,Storm Gust or Ice spear. Ice Spear is already epic fast - Kiels wont help it. Kiel will help heal and gust though.
