SQI question

is the SQI's only makeable by their respective classes? HP&Priest/Evang Monk&Champ/Suik.
or can any class make any SQI?
I remember some guy using a novice to make a nib because his LK had already made one. T or F?

They get the novice, then they level it to the class they want once they feel like making it.  You have to have the respective class to make the SQIs.
