No catalysts card?

Is there a card that slows casting rate and allows you to use skills without a catalysts? I forget  ???

There's no such card.

However, there a card that increase sp consumption by 25% and allows you to use skills without gemstones.
There's also a card combination The Paper + Wanderer + Wild Rose + Shinobi + Dancing Dragon Card combination that allows Thief Classes to use certain skills without using gemstones.

If you mean a card for ninja to use skills without a catalysts... There is no such card.

The one that negates Gemstones is Mistress Card.
