How to adjust window.

ok so i havent played in close to a year. i  am trying to adjust the window size and cant do it. liek i went to the setup and adjusted it. hit ok and opened the game... nothing happened. so i tried to make it full screen mode... again a dud. what should i do to make it work? o if there is any tips to reduce lag on a hp laptop those would also be appreciated

are you using windows vista?
I think you need to set the folder executed with administrator.
I forgot the detail but click right on it check for permission to do anything...

quick solution, just click right on setup.exe and run as an administrator
