The status of this item is currently unknown.
It can be seen as broken, considering that 5% increase on SP does not really justify the effects of 5% aftercast delay.

The item itself is far from broken (celebs/brys are way better). Though in combination with Kiel cards...it might be a tad too much.

kiel and all these less after cast delay cards were made for NON IC people. not for people swinging kahos and SQIs

Yeah our server has a very unique balance.  Implementing new things requires great consideration, and sometimes they even get player input like HWiz Card.

Or instead they perhaps should've just included the normal gears like they are supposed to (and that way obtainable ingame by anyone) and balance the new MVP Cards around that.
