Can I make blue potions out of blue herbs without being an alchemist?

If so, where is the npc and what do i need?

The NPC is in a building in the South-west corner of Alberta. You need to find guy callled Grampa Pharmacist
You need two Green Herbs and 1 bottle + negligible amount of zeny to make a Green Potion.

Yes. But you need two blue herbs to make one potion

If it is empty bottle you can buy it from the alchemist npc. You can find the npc south of alberta and near the foutain.
