I looked over the ticket Haruwa sent in, and it would appear that I didn't put in all the information when I replied. The correct reply should have been "No, your character name must be at least 4 characters long, and no more then 23 long. Although, it is possible to change the name of a character to 3 letters in a spend credit request."

They can't change your name to one that belongs to somebody else. That's the only logical reason I can think of for the rejection.
