I think the mini installer comes with the sakray updater and everything, but not the big data files (sdata.grf and bgm folder). You need at least sdata.grf to play, but the bgm folder has the music files if you want them. If you already have that, just run the sakray updater (sakray.exe) so you dont have to redownload the full installer.
It's been a while since I've downloaded, so I'm not completely sure what comes with the mini anymore
