is the balmung quest active? if i remember right the npc should be in the castle. i'm going to look around and see if i can find it. but i'll be checking back here to see if anyone knows for sure.

It exists on the default platform in private servers, not sure Aegis or eAthena, but even if it were there default, the GMs probably had enough sense to take it out.
