It sounds like your port 21 is closed, that's why you can't access FTPs. Check to see if your firewall is on. If it is, turn it off :3

Well I turned it off. But I still can't connect to the FTP server.

If you are behind a router, often times the router has its own firewall and that firewall is blocking the port. Either that or you unknowingly while on the computer, blocked port 21 whenever windows popped up with a "Do you want to block this application" or something of that sort.

Well I never got a block application window. Butif it ever happened where could I find the locatio to undue it. And for the Routers firewall, where can I find that firewall?
