Does he have a static spawn on the map? Or is his spawn point random? I've tried looking for him for over an hour and Haven't found him, and I believe it's cause I miss him from someone else killing him while I look for him.
Random spawn position. Walking the map helps, with teleporting you can actually teleport for a long time and miss it, while with walking, you know pretty sure that it's not there once you covered the map.
1 hour is its spawn time, so you might just have left when it spawned. Take notes of times where other players are on its map, and if you don't find it, those are the potential times where it spawned - just check back one hour after that.
