Is the Sea Otter Headgear Available?

I got the items the smokie hat and the smokie leaf.  The NPC described in RMS at the right location would not make the headgear for me.  Is this quest disabled?

Hmm, I'm sure I did the quest for that hat back on anima so if it was on anima it should be here to.

i got the right items needed according to RMS...  And found the right NPC in Lutie...  it just doesn't work

yes the quest is for some strange reason changed try actualy reading what the npc says .-. i think its asking u for a lazy smokie hat instead of a smokie leaf, made at the same npc as the leaf thingy ~nyo^^
