There is a culverts. If you go to the NorthWest Corner of Prontera, there is a building you can enter there. Inside behind the desk is a recruiter. Talk to him and volunteer. He will then send you to the entrance to the culverts. Talk to the guard where you are warped and you will be in the culverts.
