Amon Ra Card Question

Im just wondering why they reduced the Amon Ra card chances(Cuz i read in some post that the chances were higher before) of activating lvl 10 Kyrie to a max of 2% with 99int?

Amon Ra : 1-2% K.E chance - Jeez it would have been good was it 5%
Pharoah : Decent with the sp reduction part but not worthy of a MVP tag compared to stuff like Doppel or Bapho

It's because it's undonatable......and the only person selling it regularly overprices his MVP cards anyways >.>
