Can You Report People For "Attempt Scamming?"

Yes.

As long as you have screeneis, you have a case :]

Yes you can, why would you ever need to be scammed to be able to report.  If someone attempts to steal from you in real life, the police will still arrest them even though there crime failed.

Attempted scams are still offenses, so they can still be reported on the forums. I think it's advised to do so as well, so other players can have input and possibly further strengthen your case. I think it goes under "other reports."
