No Panties don't actually give anything and they pretty much suck xD But the combo pantie+Undershirt will give you +11 AGI which is the best you can get. But seriously, a good status or elemental armor as well as Raydric/Deviling will always be better in WoE/PvP unless you absolutely want to whore flee.

Because you won't have any HP+ gears, and won't be able to invest much into VIT.
So your HP will be extremely low.

well..depends, since twin fang+mystel gives 10%hp too,
and with all that extra dmg, you could probably get 80vit, max agi, and some str(but of course...replace sk with gryph) although the flee wouldnt be past 360s

It's just that there are many ways to kill a flee type char.  Phreeoni, magic, AD, asura, etc...
