From what I was told, seals drop at 12%. My bad. It's 15%. That's with our server multiplier. I'll see if I can find the quote from a GM that says this.

They should all be dropping at 15% (5*3x).

I could have sworn it was 12, buuuut, I'm not certain on it, so I'll just go with what Zidane said. As for Memory book, I'm not sure on that either. Does he even drop it? o: If he does, it is possible it's a custom drop.
